The library has established these rules of conduct to promote a safe, healthy, barrier-free environment for its customers. Customers who do not abide by these rules may be removed from the library and its premises.
Procedures that govern the suspension of library privileges:
Vermont Statues (22 V.S.A. Sec. 111) state that:
a. A library may recover in a civil action damages for detained or damaged
library property, together with costs and reasonable attorney fees.
b. Any person who willfully damages or defaces or removes without authorization
any recording, book, or object available for public use or loan from a library
or repository of public records or documents, or who detains any property
for more than 30 days after a written notice to return the property has
been mailed, shall be fined not more than $500.00 for each offense. Each
piece of library property shall be a single offense.
The Kellogg-Hubbard Library sends a notice when material is two weeks
overdue. When the material is one month overdue or damaged beyond further
use, a bill is sent; and until the replacement price is paid or the overdue
materials are returned and the fine paid ($5.00 per book maximum,) no additional
books may be taken out.
Library users may be notified, under the provisions of 12 V.S.A. Sec
3705, not to enter or remain in the Kellogg-Hubbard Library building. Communication
of this is given personally or by mail or service or process to the user
in conformance with 13 V.S.A. Sec. 3705 (a)(1). The notice remains in effect
until written notice to the contrary is delivered to the user. A copy is
sent to the Montpelier Police Department; and the full staff of the Kellogg-Hubbard
Library is made aware of the notice.
